How an exact size is reached
A quality slider cannot tell you what the file will weigh — the relationship between the two depends entirely on the picture. So instead of guessing, this encodes, measures, adjusts and repeats, usually landing within three passes and never taking more than eight.
When quality alone cannot get there, the dimensions come down too, and you are told what they became. A target that is genuinely impossible returns the closest result we managed, clearly labelled — never a silent failure, and never a file that quietly exceeds your limit.
